A newly leaked CIA report prepared earlier this month (.pdf) analyzes how the U.S. Government can best manipulate public opinion in Germany and France -- in order to ensure that those countries continue to fight in Afghanistan. The Report celebrates the fact that the governments of those two nations continue to fight the war in defiance of overwhelming public opinion which opposes it -- so much for all the recent veneration of "consent of the governed" -- and it notes that this is possible due to lack of interest among their citizenry: "Public Apathy Enables Leaders to Ignore Voters," proclaims the title of one section.
But the Report also cites the "fall of the Dutch Government over its troop commitment to Afghanistan" and worries that -- particularly if the "bloody summer in Afghanistan" that many predict takes place -- what happened to the Dutch will spread as a result of the "fragility of European support" for the war. As the truly creepy Report title puts it, the CIA's concern is: "Why Counting on Apathy May Not Be Enough":
European leaders have launched an audacious bid to create an 'economic government of the EU' - even as they were forced to go cap in hand to the International Monetary Fund for a £20 billion bailout of debt-stricken Greece.
In an extraordinary joint statement the EU's two powerhouses France and Germany called for the EU to be handed sweeping powers over economic policy.
They called for 'strong co-ordination of economic policies' across the EU - including countries like Britain which are not in the euro.
And they suggested the creation of an 'economic government of the EU' headed by Herman Van Rompuy, the obscure Belgian federalist who was plucked from obscurity last year to become the EU's first president.
Under the Franco-German plans Britain would still have a seat at the table setting economic policy, but would be one of only 27 voices.
It could eventually mean the end for Britain's jealously guarded powers to set its own tax and spending plans.
The document says Mr Van Rompuy will head a 'task force' from the member states and the European Central Bank, looking at looking at 'all options' to achieve the legal framework for economic government - which could mean EU treaty changes.
If the idea gains momentum, the treaty changes required alterations to enable EU 'economic government' could be tacked on to Croatia's accession treaty next year.
The power grab came on the most calamitous day in the 11-year history of the euro.
In a humiliating move EU leaders were forced to admit they would need a 'substantial' contribution from the IMF in the event of the Greek economy collapsing and threatening to bring down the euro.
The details were due to be discussed further at a meeting of the leaders of the 16 Eurozone countries last night.
Sources said the Washington-based institution would be asked for £9-£13 billion - dealing a major blow to the credibility of the single currency.
The remainder of the cash will come in the form of loans from other European countries - although Downing Street last night insisted Britain would not be asked to stump up a penny.

Senator Tom Coburn, an Oklahoma Republican, yesterday prevented the chamber from passing a $9 billion measure to extend aid for a month as lawmakers prepared to leave for a two- week recess starting this weekend.
Lawmakers are unlikely to work out a deal by the time benefits begin expiring for some of the unemployed on April 5, said Jim Manley, a spokesman for Senate Majority Leader Harry Reid, a Nevada Democrat.
Manley said he anticipated lawmakers would approve the extension, along with retroactive benefits, when they return to the Capitol next month. The break ends April 12.

One of the world's wealthiest men and the founder of Microsoft, Bill Gates, has suggested vaccines as one method of reducing the world's population.
Gates made his remarks to the invitation-only Technology, Entertainment and Design 2010 Conference in Long Beach, Calif. His February address was titled, "Innovating to Zero!"
He presented a speech on global warming, stating that CO2 emissions must be reduced to zero by 2050. Gates said every person on the planet puts out an average of about five tons of CO2 per year.
"Somehow we have to make changes that will bring that down to zero," he said. "It's been constantly going up. It's only various economic changes that have even flattened it at all. So we have to go from rapidly rising to falling, and falling all the way to zero."

Berg’s suit claims that not only is Obama not a “natural born” American, he is not even a citizen of the U.S. Berg had been an outspoken supporter of Hillary Clinton throughout the campaign, sparking speculation of an ulterior motive. He says he filed the suit for the health of the Democratic Party, fearing the Republicans will raise the question after Sen. Obama’s nomination.

March 23 (Bloomberg) -- Indoor tanning salons will charge customers a 10 percent tax beginning in July in one of the changes Americans will see as a result of the U.S. health-care overhaul signed into law by President Barack Obama.
Insurers will be required by September to begin providing health coverage to kids with pre-existing illnesses and allow parents to keep children younger than 26 on their plans as the clock has begun ticking on many of the law’s provisions. Medicare recipients will receive a $250 rebate for prescription drugs when they reach a coverage gap called the donut hole if the Senate passes and the president signs companion legislation approved March 21 by the U.S. House.
The $940 billion overhaul subsidizes coverage for uninsured Americans, financed by Medicare cuts to hospitals and fees or taxes on insurers, drugmakers, medical-device companies and Americans earning more than $200,000 a year. Many of the changes in the bill of more than 2,400 pages, such as requiring most people to have health insurance and employers to provide coverage, will take at least two years to go into effect.
“Most of the major public policy changes embodied in the health care reform legislation will become effective only after the next presidential election in 2012,” said Maury Harris, an economist with UBS AG, said in a research report.
High-Risk Pools
Within 90 days, the law will provide immediate access to high-risk insurance plans for people who can’t get insurance because of a pre-existing medical problem, Harris said. These high-risk pools will be funded by $5 billion in federal grants.
Companies led by Minnetonka, Minnesota-based UnitedHealth Group Inc., the largest health insurer, will be banned within six months from dropping a person’s coverage because of severe illness and from limiting lifetime or annual benefits.
Participants in Medicare, the U.S. government’s health coverage for those 65 and older, are expected get a $250 rebate toward prescription drugs once their benefits run out -- a coverage gap know as the “doughnut hole.” The benefit is part of the package of amendments to the legislation now pending in the Senate. Drugmakers led by New York-based Pfizer Inc. will have to offer discounted drugs to Medicare recipients next year, according to an analysis of the legislation by the Kaiser Family Foundation, a nonprofit group based in Menlo Park, California
In 2013, individuals whose annual income is more than $200,000 and couples making more than $250,000 will see an increase in Medicare payroll taxes. Those taxes will also be expanded to cover dividend, interest and other unearned income.
state government panel recommended Tuesday that Coca-Cola’s Indian subsidiary be fined $47 million for damage to the water and soil in a southern Indian village that it said had been caused by one of the company’s bottling plants. The plant, which opened in 2000 and closed five years later, polluted the groundwater and soil around the village of Plachimada, in the state of Kerala, the panel said. Coca-Cola said in a statement that it was unfortunate “that the committee in Kerala was appointed on the unproven assumption that damage was caused, and that it was caused by Hindustan Coca-Cola Beverages.” According to the panel, the bottling plant discharged a sludge that contained toxic chemicals like cadmium and lead. After villagers complained that the water table had dropped and farms were less productive, the village council decided not to renew the plant’s license.
US authorities have arrested a number of anti-war protesters, including high-profile activist Cindy Sheehan, during a demonstration in Washington DC.
Eight peace activists were detained after laying coffins near a fence outside the White House during a Saturday rally in which thousands of anti-war protesters gathered at a park in the area to mark the seventh anniversary of the US-led invasion of Iraq .
They were demanding the withdrawal of US troops from Iraq and Afghanistan.
The protesters directed their anger at US President Barack Obama and demanded action against former President George W. Bush and his Vice- President Dick Cheney.
Sheehan, arrested at the end of the march, had earlier said, "We did lose some momentum when Obama came into office, but now we have younger people that are very energetic. They know we can change the world."
Sheehan, who has been and anti-war campaigner since she lost a son in the Iraq war, may stand trial, reports indicate.
She gained repute as a peace activist in 2005 for protesting outside of Bush's Texas ranch.

A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979.
Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told.
While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments.
The report reveals that military personnel were briefed to tell any 'inquisitive inquirer' the trials were part of research projects into weather and air pollution.
The tests, carried out by government scientists at Porton Down, were designed to help the MoD assess Britain's vulnerability if the Russians were to have released clouds of deadly germs over the country.

A volcano in Iceland that had been dormant for about 200 years suddenly erupted, triggering the evacuation of hundreds of people and fears of a more destructive eruption soon.

WASHINGTON (Reuters) - A 5.6-magnitude earthquake struck near the U.S. naval base at Guantanamo, Cuba, on Saturday, but officials said there was no damage reported.
The quake was centered 27 miles southwest of Guantanamo and had a depth of 14 miles, the U.S. Geological Survey reported.
A magnitude-5 quake can cause considerable damage, but Chief Petty Officer Bill Mesta, a spokesman at the base, said there was none reported.
There was no tsunami warning issued for the region.
The U.S. base in southeastern Cuba was used to transport supplies and personnel to the aid effort after the devastating 7.0-magnitude January 12 quake in Haiti, about 200 miles away.

And you begin to wonder, how is this all connected? how is this a part of me and how am I a part of this?
But there seems to be so many things that this, that seem to make me unhappy, or nervous, or suppressed, as if, a hamster running on a wheel, trying to keep up, to maintain this whatever. Whatever this is. And suddenly, one stops, and looks and decides this cannot be right. This cannot be right in the sense that my heart has told me many times over, there is something wrong here, there is something wrong here, something needs to be done. Look at the children. Look at my life, look at the television, look at all of the anger, all of the hatred, all of this negativity that is bombarding my eyes, my senses, my environment through sound and vision, through, through temptation, and greed to want more and want more and want more. When all I ever really wanted, was to love, and to be loved, and to make a difference in this world and to share that difference with those that I love. Isnt that all that this is all about? Isnt it time that we get out of the state of denial and take a look at our world and realize that even the slightest anger or deception we have towards those who are intolerant is in itself a negative action. We need to look forward and in order to look forward we have to be brave enough to take a very detailed look at the world around us, whether it is our coworkers actions, the people that we have aligned our self with as friends, and associates. Are they negative people? Do they drive you to do negative things that are unhealthy for your body, your mind, your spirit, for the world around you. And our politics, people must stop being afraid of looking at politics. This runs your world, you are responsible for creating this world, if you do not participate in the creation of this world some one else will do it for you. And as you can see most of us do not like the outcome of what it has become. This empathy or apathy, of allowing some body else to do it for us. We must be brave enough to say I take responsibility now, I take responsibility, I look at the obstacles that I have allowed to create, in the leadership of our world, our country, our state, our cities, our neighborhood associations, our condo associations. Whatever it is that imposes its will upon you and lessens your individual freedoms you must consider to be a threat to your spiritual freedom. Let us now, leave this denial and go and bravely look the obstacles in the face or through them and take responsibility to create a better world beginning right now.
